Fazalurahman, Dean, Students’ Welfare, says that the possession, storage or use of explosives, inflammable substances or any other hazardous materials on the university campus, affiliated colleges, or in hostels are strictly prohibited. “Legal proceedings shall be initiated against any person found violating this provision, in addition to disciplinary action under the applicable rules,” the circular says.Students shall not allow unauthorised occupants to stay in hostels. “In the event of such a violation, both the unauthorised occupant and the student who permitted such person to stay in the room shall be liable for immediate removal from the hostel roll.” Students shall refrain from activities that may damage, deface or adversely affect the aesthetic beauty, cleanliness or environmental quality of the university or college campuses or hostel premises. The circular says that strict action will be taken against those violating this provision. Also, students who are not on the active roll of the university or college campuses shall not be permitted to enter or remain on the premises, such as teaching departments, study centres, and other academic facilities within the campus, unless specifically authorised by the competent authority. The circular follows the resolution of the Board for Adjudication of Students’ Grievances meeting held on October 1.It comes close on the heels of another order from the Collegiate Education department that says government college hostels functioning under it will remain closed during the summer vacation declared by universities, except in cases such as university examinations, semester classes or other urgent circumstances. If there are urgent circumstances, the principals should obtain prior permission from the Director of Collegiate Education for the hostels to function beyond March 31, says the circular.
