Eventually, they arrive, arms in the air, shoulders bouncing, and the knees supporting the energetic torso.Something similar unfolded before Punjab Chief Minister Bhagwant Mann this Independence Day. Five elderly men performed bhangra as a Punjab Health Department tableau rolled past the dignitaries in Ferozepur. The announcer identified them as beneficiaries who had successfully undergone knee-replacement procedures under the AAP government's health scheme.There was just one problem.The five men were retired Health Department employees, and at least one of them reportedly said he had never undergone knee replacement. It appears the Punjab government has shot itself in the foot. Opposition parties attacked Bhagwant Mann and his government, saying that a "symbolic representation" was presented as the real thing. The initial outrage was over elderly scheme beneficiaries being made to dance, but it snowballed after the AAP government said they were only "representations", not actual beneficiaries. The tableau was part of the state-level Independence Day function in Ferozepur on August 15, attended by Punjab CM Mann. It was designed to showcase the Health Department's achievements and, in particular, treatments available under the Mukhmantri Sehat Bima Yojana, which offers cashless treatment of up to Rs 10 lakh. And knee replacement is a significant part of it.Punjab Health Minister Balbir Singh said 9,971 people had undergone knee-replacement procedures under the scheme. Civil Surgeon Dr Meenakshi Dhingra later said that 12,153 people had undergone total knee replacements. Later, after the Punjab administration and the AAP government said they were only symbolic representations, not actual beneficiaries, the row snowballed.The five dancers were Suresh Kumar, Pritam Singh, Sarwan Singh, Malkiat Singh and Satpal Singh. The first four were retired Health Department drivers, while Satpal Singh was a retired multipurpose worker, reported The Indian Express."We are five retired employees. My knees have not been replaced, I cannot speak about the others. We were asked to perform," one of the dancers told The Indian Express.The AAP government did not establish that all five dancers had undergone knee replacements.After the video of the event and precisely, the bhangra, went viral, many people expressed outrage over elders being made to perform the folk dance. Then, the Ferozepur health administration offered an explanation.The men were actors in a representation, said Civil Surgeon Dhingra. They were "part of a symbolic representation and were not being presented as actual patients," she added.Asked why actual beneficiaries were not used, she said, "They cannot be identified in public. We would never have done that".Dhingra said the 26 participants in the tableau represented different Health Department schemes. The audience was told that "these men" were dancing because "they have successfully undergone knee-replacement procedures."Later, Dr Dhingra revealed that it was a symbolic representation. "I am telling you the same thing, that this is a symbolic representation. According to the state data so far, under MMSY, 12,153 people have undergone Total Knee Replacements (TKR), and 1,428 people have had hip replacements. A large number of people have benefited from this scheme, and our objective is for more and more people to take advantage of it," she said.Health Minister Balbir Singh questioned the controversy and asked that attention be paid to the scheme's numbers rather than the identity of the dancers. "The tableau was just a message for the people. Now, even the layman understands that they can get knee replacement done and lead a normal life," he said, reported The Indian Express.OPPOSITION FINDS ACHILLES HEEL IN KNEE REPLACEMENTThe Opposition, unsurprisingly, has had a field day(s) since the video went viral days later on Monday. The "knee replacement" controversy gave opposition parties — the Congress and the Shiromani Akali Dal — fresh ammunition to attack the Bhagwant Mann-led AAP government.Initially, the elderly made to dance triggered a row. But after Punjab officials admitted the elders were symbolic stand-ins, not actual patients, parties doubled down on the AAP government of Mann.Punjab Congress president Amrinder Singh Raja Warring took to X and demanded an apology from Mann, the resignation of Health Minister Balbir Singh and action against officials involved. He described the episode as an example of the AAP government's "reliance on drama and theatrics".Punjab Leader of the Opposition Partap Singh Bajwa called the Punjab model of governance under AAP "big claims, bigger publicity.""The truth eventually catches up," he said.Shiromani Akali Dal leader Bikram Singh Majithia said, "People who had never undergone knee replacement surgery were made to dance and presented as patients who had successfully undergone the procedure." He also accused the AAP government of turning Independence Day into a platform for "false propaganda".There is an important distinction amid the noise. The controversy does not establish that Punjab's knee-replacement programme itself is fake. But the tableau to advertise a government benefit used its own Health Department retirees as performers. And, most importantly, its accompanying announcement described the men as people who had undergone a knee-replacement procedure.An irony here is that the AAP government had numbers good enough to make its point without the performance, which critics said was "misleading".
