When SHIELD first appeared in Marvel Comics, it stood for 'Supreme Headquarters, International Espionage and Law-Enforcement Division.' The '90s changed it to 'Strategic Hazard Intervention Espionage Logistics Directorate,' while the MCU's version embraced 'Strategic Homeland Intervention, Enforcement and Logistics Division.' In each case, SHIELD has been styled as the ultimate security agency, protecting either America or the entire world from extreme threats from within and without. Now, 'SHIELD' means something different, and way, way darker. Marvel's S.H.I.E.L.D. Is Now an Anti-Superhuman Watchdog In today's Avengers: Armageddon #3 - from Chip Zdarsky, Ario Anindito, Jesus Aburtov and Cory Petit - Black Panther confronts Nick Fury Jr., who recently brought SHIELD back as a small strikeforce of enhanced operatives. During an earlier fight against Red Hulk's Hulk army, the government utlized experimental weaponry, and T'Challa wants to know more. Fury confirms that the anti-Hulk ordinance was part of an experimental scheme intended to develop anti-superhuman weaponry, and that SHIELD has been tasked with developing deterrents to all potential superhuman threats, including the Avengers. Appalled at the Avengers' arrogance in assuming their power should go unchecked, Nick reveals: You want to know why I brought back S.H.I.E.L.D., T'Challa? You want to know what it stands for now? 'Strategic HUMAN Intelligence Enforcement and Logistic Defense.' That's right, 'Black Panther,' the PEOPLE are in charge now. SHIELD's new acronym makes it official - Nick Fury's new agency is an explicitly anti-superhuman operation, dedicated to finding ways to harm the Avengers and reassert forms of non-superhuman power.
