He has approached the Haryana DGP, Karnal jail authorities, Karnal Police and Shamli Police officials through a representation submitted through his lawyer, seeking that his safety be ensured if Uttar Pradesh Police takes him into custody.In the representation, Rakesh has said that if he is handed over to any police agency pursuant to a lawful order of a competent court, appropriate safeguards should be adopted. He has sought proper documentation of his movement from the jail to the concerned police authorities and his subsequent return to the jail.The representation also seeks that the vehicle transporting him be accompanied by adequately armed police/security personnel, citing a previous attempt on his life and specific directions passed by the Punjab and Haryana High Court. Rakesh has further sought continuous videography of the entire transit, including his departure from District Jail, Karnal, his movement in the police vehicle and his return to the jail, insofar as it is permissible and practicable under law.He has also sought appropriate security arrangements throughout the transit route and necessary precautions to ensure that no harm is caused to him. The representation specifically states that, where considered necessary by the competent authorities and in accordance with law and applicable security protocols, measures including handcuffing and leg-cuffing during transit may be adopted strictly in accordance with applicable judicial guidelines.The representative says these measures are sought to ensure both his safe custody and personal security. It also states that the request is not intended to cast any aspersion upon any police official or investigating agency, but is meant to bring the peculiar facts and his genuine apprehension regarding his safety to the notice of the competent authorities.The matter relates to the murder of singer Ankit Baliyan in Shamli. Rakesh alias Pappu is accused of plotting the murder while he was lodged in jail.Interestingly, Shamli Police had not yet filed an application seeking Rakesh alias Pappu's custody remand when he sent the representation. He sent it through his lawyer to authorities in Haryana and Uttar Pradesh, seeking complete security during any possible custody transfer.The development came after the shooters allegedly involved in Ankit Baliyan's murder were killed in an encounter.
