The revelation, by Sky News, raises questions on whether the new PM's regime really is a break with the past.The papers contain around 50 ideas and were circulated around No10 and parts of the civil service, the broadcaster said. Some 20 were announced by Sir Keir before he quit in July.Meanwhile, six have been issued by Mr Burnham and a further eight are expected to be put forward in weeks.
