After 4th transfer in a year, IAS officer says she's disturbed, demotivated

Madhya Pradesh IAS officer Neha Marvya Singh has expressed her resentment after being transferred for the fourth time in a year, saying she was "humiliated" after subordinates allegedly organised a "mutiny" against her. She said the latest transfer came just 50 days after she joined her posting.Singh, 40, a 2011-batch Madhya Pradesh-cadre IAS officer, expressed her resentment in a message shared with the MP IAS Officers' Association. She said she was "very disturbed" and "demotivated" after seeing the transfer list dated September 5, in which her name appeared again."I am transferred because the subordinates whose establishment is not with me but with the department organised a mutiny against me, they are thumping on my desk threatening to get me transferred," Singh wrote.Singh's remarks came amid recent instances of civil servants opting to leave government service. IAS officer Divya Mittal, a 2013-batch Uttar Pradesh cadre officer, recently announced her voluntary resignation after 13 years in service. Another former IAS officer, Roman Saini, resigned after a brief stint in the bureaucracy and went on to co-found edtech platform Unacademy. Meanwhile, Neha Singh said she had reported the subordinates' insubordination, hoarding of files and mistreatment through the proper channel, expecting necessary action to be taken against those responsible. "Rather I am getting transferred?" she said."I completely understand that, being an IAS officer, I can be asked to perform my duties wherever the state government wants, and I have always respectfully accepted orders. But this time I feel very demotivated," she wrote. Questioning the circumstances of her transfer, Singh asked, "Is an IAS officer so vulnerable that even his subordinates can get him or her transferred by organising a mutiny?""This is the fourth time in one year my name has appeared on the transfer list. I understand that the MP IAS Officers' Association is much beyond just wishing birthdays, congratulating etc.," she wrote, urging the association to address her concerns.Singh said an officer hardly gets enough time to understand a department within a month, questioning why her subordinates had organised a "mutiny" so soon after she took charge."Leave me. I don't think any IAS officer can do anything of the level that subordinates organise a mutiny within a month of joining the officer. An officer hardly gets to understand the work in a month," she wrote."But I have been humiliated by this transfer at the behest of the mutiny of subordinates," the IAS officer said.Singh also raised concerns over her short tenures, saying frequent transfers made it difficult for her to understand and effectively handle her assignments. "How am I supposed to work? My tenures are short months. By the time I understand the charge, I get removed," she said.She further alleged that the repeated transfers had made her an "easy target" in the eyes of her subordinates. "Even my subordinates feel I am an easy target if I do not work according to them, they can get me transferred," she said.Singh said she had remained silent and patient for years while being "sidelined and not given work", hoping that the situation would improve. Instead, she said, subordinates had now started threatening her with transfers.Conspirators always win and I fail. The system has failed me.
